City of Sparks Settles Lawsuit with California Artist
The City of Sparks will pay a street artist $250,000 to settle a First Amendment lawsuit. Back in 2003, San Francisco artist Steven White sued the city over an ordinance that prevented him from setting up his easel in Victorian Square and painting and selling his work without a business license.
