Tim Kaine is planning to speak at the ribbon-cutting ceremony for the Taubman Museum of Art on Nov. 8. "There's a very, very good chance he'll be there," barring an unforeseen change in schedule, Kaine spokesman Gordon Hickey said Tuesday.
